2025 California ADU Financing Incentives By County
Many popular programs (CalHFA’s $40k grant, LA’s ADU Accelerator, SDHC loans) are already out of funds—so below you’ll only see incentives that remain open or are funded through at least late 2025. Bookmark this page; we refresh it each quarter.

Orange County – No Active ADU Financing Programs
As of August 2025, Orange County does not offer any active ADU grant or loan programs. The Orange County Housing Finance Trust explored a countywide ADU loan in 2024 but officially discontinued the effort in 2025. Homeowners should instead explore private construction loans or statewide fee waivers for units under 750 sq ft.
No funding, rebates, or fee waivers are currently offered by the county.

Los Angeles County ADU Incentives (Pasadena Only)
If you’re a homeowner in Pasadena, you’re in luck. The city reopened its popular Second-Unit ADU Loan Program in mid-2025, offering up to $225,000 at just 1% interest. There are no payments required for the first three years, and if you rent the unit to a Housing Choice Voucher (Section 8) tenant for seven years, the loan becomes a 0% silent second.
Applications are still being accepted as of August 2025, but funds are limited.

San Diego County – SDHC Loan Program Fully Depleted
The San Diego Housing Commission (SDHC) previously offered low-interest construction-to-permanent loans for ADUs, but the program is fully depleted for Fiscal Year 2025 (July 1, 2024 – June 30, 2025). Additionally, the City Council began scaling back bonus ADU allowances in early 2025, reducing development flexibility.
No SDHC funds are available at this time, and zoning changes may limit future builds.

Santa Clara County – Pre-Approved ADU Plans
Santa Clara County homeowners can take advantage of permit-ready ADU plan sets released in accordance with the statewide January 2025 mandate. These pre-approved plans save you $3,000–$5,000 in design and plan-check fees and cut your approval time from months to weeks.
The program is fully active across the county and meets California’s new 2025 planning standards.

Alameda County – No Active ADU Funding
As of August 2025, Alameda County has no active ADU-specific loans, grants, or fee waivers available. The county does provide educational materials and an ADU feasibility guide, but there are no direct financial incentives currently funded.
You may still qualify for statewide programs or private loans, but no county subsidy dollars are open.
